No doubt that even Pakistan is Progressing. He has definitely taken steps in developing and strengthening the Rural economy, small scale industries (though not major ones) when compared to the erstwhile rulers. But the question is whether this is sustainable considering huge political problems all around them, Huge defense budget, centralised planning, lesser autonomy to provincial economies, funding terrorism which backfires in the form political instability and gun culture.
If he is really serious about development, he needs to take terrorism out of his/their agenda for ever and separate military and governance. But I doubt.
By the way 'genuine' economic relations with India will also help Pakistan in the long run especially the country's agricultural sector.
