Telling few people as powers & others as non-power to descriminate should not be the purpose of any treaty!!! If I get my degree 1 year back means I only can get degree & I can proliferete any level, but another one got degree sincerely & hard-work and with misery, they should be recognized!!! Otherwise, we should make them to recognize!!!
