KPCC 's visit to Nandigram

Is it necessary for Congress Party Memebrs from Kerala to visit Nandigram in West Bengal? It appears that this SEZ was brought by PM Manmohan Singh, who is the Congress P.M. may be behind this incident to blame the CPI-M all over the nation.
