Mr. Raman, would you agree that focussing India's efforts on building a stronger economy, reducing concentration of power in the center, allowing not just states, but local municipal auth ori ties such as towns/cities - will have a greater impact on our foreign policy. Formenting trouble by encouraging mercenary careers (terr ori sts) in our neighbours' youth (something our neighbours maybe pursuing) may not be productive. Suresh Ram Kansas
