This is my take on how to solve this problem. The mordern way of conquering foreign lands without war is Economics. Unfortunately it also requires DARING which the HINDU politicians lack... Let the status quo continue and negotiations continue with Pak and UNO. In the mean time we will have to use Moderate Muslims from India and fund them to start Large business in Kashmir. The business laws should be such that no foreign citizen can control it legally. Couple with that an Industry of Private Security firms must be promoted in Kashmir.. They should be given primary task for protecting other Corps. ID card should be given to all people who work for any of these Corps. Schooling for the bright kids of these employees should be given admissions to IITs / IIMs. Hold ON, This step is necessary to link these educated people to India. (This technique is used by UK to promote English culture to the Middle East. E.g. King Abdulla). If Kashmir is proporous then the POK people will want to integrate to Indian Kashmir.. I know radical Islam people will not understand but the educated Muslims can be steared. Acts of propaganda can also be used skillfully to modify public opinion. For these advance Public Opinion techniques must be learned from the US pentagon which are being implemented in Iraq. Finally Indian press must keep a watch on its reporting and must yield to the implemnters of the above plan and should give more voice to their opinion rather than the opponents..
