The terrorists in Punjab did not have much support of masses because that activity was conflicting with the religious beliefs of Sikhs. In case of ULFA - again the assamese are not supporting terrorism - and ULFA does not randomly target civillians. In case of Islamic terrorism - the war is very different - its a fight against a belief that is commited to either convert others or kill them with masses supporting that. That leaves fewer options for America and rest of the world to work with.
