In management, decisions flows out of policies. In these political decision-making the criteria of decision-making itself is initially not known!
Decision making typically would be an open ended process, throwing up number of alernatives, assumptions and scenarios.
Since we do not understand, safer to assume that the real process is being camouflaged with spurious ones. The final decision may well bear it out!
