You seem to be very confused.Protecting national interests and protecting individuals are two very different subjects.You do not seem to understand that law and order problems in the country are handled by seperate security personel.And the external threats are handled by a different set of people.Moreover the Indian commandos have not been sent without the permission of the host country.The Indians have not gone there like Rambos.Since the Afghan Government is already streched for resources they had asked the Indians to send in thier resources.Similarly if the indian Government is unable to protect the assets of another country then it might ask that country to do it itself. As far as Staines case is concerned it was an individual act and the law is taking care of it.He was there in his individual capacity.He had not signed a contract with the government to preach his religion.
