Forgot the Riot Victims

We must punish the guilty for doing such crime of Killing innocent people. But what about the culprits killing 2000 Muslims and destroying there property ? killing 275 get punished but killing 2000 get spared - what a justice ? 'Mera Bharat Mahan'
