A great point Vinay. This could be a good way for opposition parties in the parliament to standup and get counted. Plus it would give Indian negotiators something to point at and say that they are restricted by Indian laws as Burns and others are restricted by US laws. But I think PM and others are making sure that they are working with all parties to "keep them in loop". Which means they are making sure that no such act is introduced in the parliament. Two different forms of "Democracy" I guess.
