Isn't it time India puts in place an appropriate Act to protect its sovereignty.Any agreement with international ramifications,full of ifs and buts,based on suspicion and mistrust,requiring cumbersome multilayered negotiations for many months does not work in the long run.At best it becomes a "deal" as against an agreement arrived at with mutual consent and respect.
