Strategy of Congress: If Congress wins in a particular state, it is according to them triumph of 'pseudo-secular' politics but if Congress loses in a particular state, Congress ferments unrest in that particular state (e.g. Goa, Punjab, Rajasthan etc.) in order to discredit and dismiss the govt. of that particular state in order to hold fresh elections(and keep repeating this cycle) till Congress can finally come to power in a state.
