How to tackle Chinese threat?

We have to admit that China is mightier than us. But India is growing in terms of science and technology. And China always consider India as its competitor and a threat too. That is why it cannot attack us directlty as we also have nuclear weapons, but it is indirectly attacking us by helping maoists,ULFA,etc and is supplying weapons and technology to pakistan. As George Fernandes said, China is our enemy. In this cirumstance we have to do the following
1. Devise a long term plan to strengthen defence equivalent to or more than that of Chinese.
2. Negotiate with China to reduce tension.
3. Check cross border terrorism seriously.
4. Enhance R&D facility and encourage researches in developing advanced technologies.

If we make China feel that we are mightier than China militarily and economically, it will not dare to interfere.
