I would have been in agreement with the judgement ,hd it been pronounced 2within of act being commuted. If the delay of 14 years hs taken place (not at the instance of Sunjay Dutt) and he has been a good law abidng citizen ,then there should be reprieve. This yard stick should apply to all >2 years of the
