That comment by the very sly American analyst was likely a ploy to get Indians to reveal more about their weapons and missiles. Indians have doen a pretty good job, on the whole, of keeping nuclear and missile information away from the prying eyes of Western/American interlopers. Pakistan being ahead just doesn't make sense, when you consider that India can build 220 MW and now 500 MW reactors on its own; can develop esoteric facilities like cyclotrons and synchrotrons and tokamaks, can test at low power a thermonuclear device. India also recently successfully tested Agni-3, which has a minimun range of 3000km.
