Because they never conducted any tests. As simple as that. Both Germany and Japan are capable of making bombs, but they did not show it off to the world. Unfortunately India made the fatal mistake of showing off and in the process paid a heavy price of lagging behind all these years. Had we not conducted the nuclear tests, US would have co-operated with us, as did with Germany and Japan.
