These little known revolts were suppressed by the Manchu government in a manner that amounts to genocide,[11][12][13][14] killing a million people in the Panthay rebellion,[15][16] and several million in the Dungan revolt.[16] A "washing off the Muslims"(洗回 (xi Hui)) policy had been long advocated by officials in the Manchu government.[17]
