Basically to me it looks like the indian side caved down rather than the american side. So far all i am seeing is propoganda from the GOI and the fact that the actual draft is not being released implies its going to be contraversial. The main question is what has the indian government given up? So far it looks like the INdian Fast Breeder Program will be under civilian rule.
