It is a catch-22 situation! If there is cognizance of a nation's internal laws sans safeguarding to make the reference unambiguously specific, in an international agreement, it would make Indian laws and agreement subject to those laws! Only legal documents which would be adhered to by Indian Legal System would be those bilaterally or multilaterally signed. Since, US laws shall not change whether India is in NSG or not in NSG, in this case the non-cognizance of such issues work out ok for India. To build an atmosphere of trust needs bit more than a deal, you got to play the cards also!
