RAW, IB and south India

Mr. Raman may be right about ISI and CIA. But what is our RAW boys doing in the external and internal intelligence? Why could'nt they advise or stop Indra gandhi and other political leaders from supporting Brindranwale to create division against Akalis.
We like to know from Mr.Raman the role of RAW in countering ISI works with Sikhs and later with Muslims.
How come RAW or IB cannot get any intelligence about anti national forces working in Malabar, malapuram areas of kerala. Why could'nt they get any informations about the bomb blast in coimbatore.
Are our intelligence agencies are not competitive enough to get informations of our local terrorists or they are concentrating more in north India and dont have any wings in south India.
