Well there is the US-India Caucus which is chaired currently by none less than Hillary Clinton. I did google UNINPAC and no doubt they have good intentions where India-US relations are concerned. But like you've already agreed with me, this article serves more to advertise their cause (just like you and I googled them up) than create any meaningful news. I just used a satiracal approach.
