Failure of the Talks Uncompomisingly In Sight!!

True colors of the Americans is getting revealed at every turn. When our negotiators offered dedicated reprocessing facility with complete American supervision of reprocessing cycle with their spent fuel, the Americans fumbled! They never expected this. But yet they didn't accept it. They want all reprocessing facilities under surveillance! What does it mean? That they want to indulge in their most favorite past-time, espionage.

On going thru the entire 123 Agreement bill presented to the US Congress is starkly revealing. Every clause, right from beginning to the end, emphasises only on the issue of containing India's nuke development and bringing it under International (which means US) safeguards. There is not a single clause which outlines US's obligations towards India's civil nuke programme. In fact, the preamble talks only of how important it is for US to bring India, at all costs, under the ambit of the NPT even if it means that US has to offer something in return. There is just one sentence which talks of "offering US cooperation for generating energy from nuclear resources strictly under safeguards". However, the scope of such a "cooperation" has not even been briefly mentioned anywhere in the document let alone being elaborated upon!! The document back-thumps India for its clean non-proliferation record, in a big-brotherly manner.
