I dont see the reason where a scientific chief is being involved in negotiations, which is exclusively the job of the foreign office and / or PMO. Clearly the NSA / PMO is going to make compromises and this is being sold by getting kakodkar to agree (in some form). No parliamentary review or even public review. Looks like the congress party is going to be solidly funded by the foreign powers for the next election.
