As far as corruption in the system exists, who promotes & encourages it? It's us, the people of India. Going by your logic, should everyone become an anti-social person and a hard-core criminal like Abu Salem?
FYI, he was a driver in Delhi before moving to Mumbai and there is no story (self-admitted or otherwise) of any 'system failure' that lead him to be a gangster!
