US-Russian nuclear co-operation

India need not worry about accepting the 123 Agreement. India's immediate need is not a nuclear weapon, but nuclear energy for its economic growth. Once it has acquired the economic might (military might automatically follows economic might), it can master the nuclear technology (I am sure its scientists will deliver that capability, when it has enough money to spend on R&D). Anyways, use of nuclear weapon by any responsible nation in modern times is over-rated. I don't think any responsible nation (I mean the current so-called superpowers) has the courage to use a nuclear weapon. Its impact will be global devastation. Only US has used it one time, when it did not understand the impact of such an irresponsible act.
