Long back there was an RTO in a Taluk with two inspectors and one RTO.One employment chance there was autorickshaw. People go to the RTO for driving licence. The inspectors used to fail the applicants on two to three attempts as a matter of practice. One day the failed drivers joined together thrashed the three. Though the office was closed for sometime, the officials'attitude still continues in other government agencies. There is need for system change.
