The only solution which comes to my mind at present is to attempt shifting the financial capital from Mumbai to a better place nearby. Same to be done with "Bollywood" infrastructure. This will reduce the pressure on Mumbai and enable the administration to attend to the pressing infrastructure problems in an appropriate manner.
Else, how do you think the problem can be taken care of? Blaming the administration without creating enabling conditions do not help anyone.
