BMC is not only responsible for this. It's the public too, those who are not concerned about where they throwing the garbage. Even a polythene in a drain effects the flow of the water. It starts from small drains and goes upto river level. But it's high time not only BMC, but govt should think about water harvesting at places like public parks, parking lots, playing grounds etc. So that it can be used in different ways.
