You are right about the prevailing tencency to destroy state property such as buses and trains. The Indian Government must create and enforce stringent laws. It should hold a quick and fair trail and punish by death the culprits. This precedent will deter most elements from destroying property.
In addition Indian Railway should definitely consider safety measures such as emergency exits, fire extinguishers etc.
