Percentage is vote share. Bars are for seats won. There may be no correspondence, given a 'first past the post' voting system as compared to a proportional representation system. As you can see, the Cong. vote share didn't really reduce 2002 to 2004 and yet their seat share drastically went down. Yet another reason India should move to a proportional representation system.
