Dude, I am not questioning the credentials of the author. Its just he might be misinformed.
We can not share water since we don't have enough is not a correct argument since this assumes Karnataka as a whole is entitled to water in kaveri. The state boundaries are drawn few years back (~50 years) but kaveri basin existed for millions of years. The water, however small it may be, should be shared based on the length of the river in both states. You can not divert water, entitled to people from lower part of river, to drought areas in other parts of your state which was not served by kaveri before. For example, take indus river. Can you divert all the water from Indus river to other drought hit areas like T.N, Karantaka, Rajastan in India instead of giving portion of it to Pakistan? No, you can not, both legally and morally.
