Yep.. Even in that case.. there are international water treaties and nation states are not supposed to violate that.
Grow up. Cauvery is NOT a private property of Karnataka. Anyone who's an Indian has a share to it. Karnataka was created in 1960-70. Cauvery is running from the time immemorial. Just because state demarcations in 60s allowed you the control of the land where Cauvery starts doesn't mean you own it.
