Kerala in reality does not have any right to Cauvery water. Despite all this they have been alloted a small share. It is well advised of persons like Namboodiri not to speak much on this. Kerala has not allowed Tamil nadu to raise the height of the dam, thereby violating the supreme court orders. When the neighbouring states violate the law, it is natural for Tamil nadu to make an issue of this.
