After Mattur dam came to use from 1934 , the average water released to TN was 378 tmc till 1990 the year before tribunal was set up. Karnataka constructed several dams during 1970s to 1980.The interim order passed to TN was 205 tmc taking into average water flow during 1970 to 80. The interim order also stayed Karnataka not to expand the irrigation land further from 11.2 lak acres. Now this has been increased to 18.85 lakh acres. Obviously it increases the need for water at the expense of poor Tamilnadu farmer. Whom to blame? Other interesting factor is normally TamilNadu needs water desperately during June to September period. After October raining period starts by that time all the reservoir in Karnatak reaches full level and surplus or flood water is released to TN If one can remember what happened last year. This brings better usage of available water at both sides. Unfortunately this tribunal verdict does not address much on how this water sharing mechanisms need to be implemented in both the states.
