The tribunal has indeed made provisions for drought years. It says "In case the yield of [the] Cauvery basin is less in a distress year, the allocated shares shall be proportionately reduced among the States of Kerala, Karnataka, Tamil Nadu and Puducherry."
The media has conveniently ignored this statement even though it is obviously important. I copied this passage from The Hindu.
