We do not know on what basis Indian Political parties behaving in the election process. The history of the Indian National Congress and other political parties are of course an interest subject to study to the Indian Youth before they comes to a suitable conclusion about who is and who are communal and non-communal. The history of India after independence we got from British rule is of course give a bad picture of our Indian Democracy where one single party ruled this country by imposing British rule, divide and rule policy, till the first non-congress Govt. came during the emergency period. The system we have adopted for govering the country has rotten and it should be amended forthwith to give this country and efficient and good governance to the people of this country. Here are the blunder mistakes we have done till this date: 1) Allowed to divide this country into lingustic basis. Instead of this, our Constitutional Heads had to structure the States on regional basis for the administrative purpose. 2) Allowed Nehru to be the first Prime Minister of India. If we study the history of India till the 1947 period, we can easily understand that the partition of the country is because of Congress hasty decision to get the power when British Rulers finally announced to give free rule to India. Instead of find out an amicable formula, they decided to partition of India by divided into three. If Congress allowed Jinnah to be the first prime minister of India and Nehru as President or vice versa, there would had been no partition. 3) Congress allowed to give seperate rule for J&K and another rule to remaining parts of India. This has caused tremendous problem and is still causing irritation amongst Indian Public. 4) Congress Governments allowed to grow smaller parties everywhere in India (because the divide and rule was the policy of the Indian National Congress and this was the reason of large number of political parties existence in India. We need only two or three national poltiical parties and the large number of political parties indicates the weakness and immaturity of our democratic set up and it is not to be calulated as a true democracy. 5)After the first change over of the Congress rule during the emergency, Indian political parties further gives a death blow to the healthlier democratic set up as we allowed to grow large number of state political parties hencforth. Now we cannot remove these political parties since there is no law or we cannot expect that any law will be made by the present political parties in Parliament. We suggest however that somebody to take initiative at this moment since we see that if the present political turbluence is growing, there will be anarchy and India's integrity will be in big danger and that time is not far away. To be a good democratic country, we should adopt the following immediate steps: a) Only National Parties can contest National Election. b) Do not allow National Parties to contest State elections as well. If there is no two or three state political parties in any state, we should allow to give permission to form one or two state parties in those states. c) Independent candidates can contest elections at any level, State or National. But their numbers should not be counted when majority has to be calculated. For example, if the strength of a house is 100. During the election, 30 candidates won as independents. Balance remaining seats won by political parties each, say 34 or 36. Of course, at this situation, normally we see that there is no majority to anybody. But during this situation, we should consider that the majority to be calculated from the seats won by the political parties and not including the entire seats won by the Independents. Here Election commission has to declare that out of 100 seats, 30 goes to Indepedents; 34 to one group political party or combine and 36 to another political party or combine. Since for forming the Govt. we are not considering the strength of independents, the total strength of members for forming a Govt. goes to 70 and as such the group or poltical party won 36 seats has to be called for forming the Govt. If we adopt this line, we can of course cleanse the present political corruption at the biggest level. It doesn't mean that Indepdnents are not elected representative; as they are independents they cannot be a part of forming any Govt., but of course, if from 100 total seats, independents are getting majority seats of 51, then these independents has to be allowed to form the Govt. on the basis of their common minimum programme. If they cannot form common minimum programme, then house to be dissolved and another election to be followed. However, independents are to be entitled all other authorities and privileges in and outside the house as is giving to any elected members, irrespective of their political color. Only the difference is they cannot be the part of Govt. under any political party, but they can defeat any laws or programme adopted by any political party, when it is introduced in the elected house.
We invite the Indian Public to come forward to accept the above ideas as it is the only way to improve the Indian Political corruption and rule this country into a true democratic model. If the present political parties cannot bring amendements to the constitution of India, we suggest, either India's Supreme Court or India's Honourable President to take some extra ordinary steps and ask Parliament to bring an amendment in the above steps before we go for any other election.
We also see that out of 100% registered voters, when election is over, the percentage of votes done by the public remains 50 or 60 or maximum 70 to 75%. But never, it is coming more than 90 to 95%. This is because of the wrong attitude and policies of the Election Commission. EC should prepare its electoral lists 6 months in advance of any election, wherein all the public who are entitled to caste their votes to be enrolled and the list of enrollment not only to be published, but also list of the eligible voters and their ward numbers to be forwarded to the eligibe voters after 3 months of the electoral lists published. Votings to be made compulsory to the eligible voters and penalities and punishments to be given to the the people who are not caste their votes. Of course, if there is not any candidates they wanted to elect, there should be a seperate form to be signed during the election time and give it in writing or there should be one more addition in the electoral machine to be done as no vote to anybody.
Now comes to the point of communlisation of politics. As already stated earlier, Indian National Congress adopted double standard in Indian Politis from the first day of indepedece itself. Congress allowed this country to become a divided house, they did not allow any opposition parties to grow and when they see that some opposition party may getting more and more strength and they fear that they will come in the power corridor, they are celverly doing their divide and rule policies. This type of divide and rule policies increased after Lal Bahadur Shastri's rule ended. Indian National Congress then gone for a family party and they cannot find any single leader who can lead this party except that of this particular family. This is also indicating that Indian Public are being cheated by this party and their interests was only to stay in power by hook or crook. They could not see the illiteracy, poverty, growing unemployement during their continuous rule in India till 1975. However because of the growing visual medias, people are getting more and more educated on the current affairs and they are taking some times some good decisions in the election period. But of course, these are based on the visual medias electioneering. To counter this meance, political parties competing each others and people are getting more and more exagerated during election period, but forgetting after election time.
Communal politics are the creation of Congress rule and even if Indian Public is coming to the conclusion that any party is a communal, it is because of Indian National Congress who ruled this country more than 3 decades and they allowed such political parties to grow. Where were the Governments when these political parties formed and contested election? Why election commission recognised such type of political parties if EC finds that it is communal. Since Election Commission has already recognised them as political parties, nobody can accuse those parties are communal. However, from the actions and reactions of present political rulers, it seems that they wanted to contest elections only on playing communal politics and without that they cannot get any votes from the public. There are rules and regulations to form a political party in India and if EC or Supreme Court of India finds that any political party are acting and working on communal basis, then they can de-regonise those political parties. Indian Constition is a secular one and there should not be any division on religion / caste or religion and there should be only one policy to be adopted. Of course, backwardness of any region/caste/sections are there. But we should give reservations to those people on economically backward way but not on selecting their region, religion, color etc. The present reservation system adopted by the Indian Parliment and Constition is not at all good for any democracy and democratic set up. The present reservation policies have already created communal / regonal divisions in this country and first of all, we should remove this reservation system and adopt a new one, based on the ECONOMIC BACKWARDNESS of the people. Do not divide this country by making census on communal/regional/religion basis. Of course, Indian Citizen are allowed to live and adopt any religion which are existence in the world, but it should not be the basis of making census of the citizen living in India.
