China nuclear arsenal at 425 is just a tiny fraction of the 30,000 nuclear warheads in U.S. and Russia. Even if the START-II Treaty is implemented by 2010, there will still be more than 20,000 nuclear warheads in U.S. or Russia. So China will never be able to acquire a comparable level of nuclear arsenal of US or Russia.
