What Mr Gautier says is correct..Off the record Dr Manmohan Singh would also agree with him..But Dr Singh has his political compulsions -- it's Congress policy to appease a vote bank..This year there was a comemorative function of the people killed in the Bombay blast .. Dr Singh was unable to take part in that even - as he has his vote bank related compulsions..
