Isnt the Internal security system responsible ?

I thought the responsibility is in the hands of Home ministry and state govt. isnt it ? Arent they supposed to protect Indian people ?
We dont care who did what the question should be how the heck did he/she get in all that money, bombs into our country at all ?
I say our internal security system is responsible dont give us names give us results else you are the culprits.
