We can look at Gujrat, It has
1) 7 airports ( No other state in India has that much)
2) Road connectivity is best.
3) With 5% of Indian population, Gujrat contributes 37% of Indian Exports.
4) Gujrat handles more than 50% of India Crude oil Refining.( with just 3 refineries , as compared to balance 16 in India) Imagine the size of Gujrat refineries ( In private sector)
5) Gujrat Handles more than 60% of petrochemical production of India.

If centre returns all the tax which it collects from Gujrat , back to Gujrat than Gujrat progress beats China any day.
