Dont give too much credit to man Mohan. All the reforms took place because of Narasimha Rao who was the only intelligent leader congress had. Sri.Narasimha Rao understood the reality of the world and sanctioned these reforms. Remember Man Mohan was the one who implemented Bank nationalisation under Mrs. Gandhi. Ministers can not do anything unless they are sanctioned by the PM.
