STILL TESTING ?

Its been 15 years , we are still testing Prithvi , akash ,agni etc.
when will the testing be complete ?
once testing is complete,it will have to be manufactured in large scale.there's still a long way to go.
the prolonged testing phase proves that certain objectives are not being met.
probably they realise that the missiles are obsolete every time they decide to induct it,so they have to redesign it and retest it.
