Very true. It will be very rediculous if the farmers stealing electricity was to be pardoned. I'm sure, with appeasement policy of Congress, if they were at the govt, they would have pardoned that. The farmars, on their part, instead of asking for pardon should ask for reduced rate etc - but a stealing can not be pardoned. In the same manner, the reservation system in India should be wiped out - as it stands against the basic policy of equal treatment for all - but Congress did it.
