I suppose it is not really impostant who is to rule. Each state has a different set of leaders and different socio-political setup. If Modi has maintained a strong adminstration (except communally) it should be the BJP in Gujarat. Similarly you could have strong administrations in Congress or BJP govt's in other states. So each state has to be treated differently. Gujarat Congress failed to present a strong leader so they fail to capitalise on BJP govt's shortcomings. Mayawati inspite of her negative image has managed to build a larger support base over the years. In the national level it could be a Congress or BJP govt where there are several liberal policies. Congress tends to unite the people natinally but BJP has a weakness to harp on communal dividends. Both are good for growth and development. That is proven by the Congress track record of 8-9% growth rate across sectors in last 4 years. Even during Rao regime the growth rate was good. It started falling during Janata regime in mid 90's. So better to vote for either Congress or BJP natinally and both parties should fight on issues of social and development. Communists and regional parties should stick to states and not contest for Lok sabha polls
