Naxalite have prolifed because govt fails to provide justice and food to people.This is truth that naxalites there run a parallel govt and enjoy full support from locals. they are like modren day robinhood to poor farmers of this area. So if govt wants relief it should target rusty system and lawlessnes and poverty not people who are forced to become naxals.
