I think its more of a cultural thing. What do you expect in a society where a child murderer doesnt get convicted ? Or in a city where a woman gets raped in a car and nothing happens to the criminals ? The kids will obviously think nobody can do anything to them. Remember that Delhi is after all the place where all the ministers and politicians live. They have all the power and the police do as they say. How do you expect law and order to prevail in a society like that ? Besides look at their neighbouring countries like Afghanistan,Pakistan and then Bihar,UP. My god,the whole area is a mess.
