well written article.. We shld also consider one thing, The NRI's contribution to indian economy ( i dont know how much the malasian Indians contribute), but without the contribution from NRI's in middle east, europe and US Indian economy would suffer no doubt about that. So if they feel that they dont have any support from the indian govt they may not invest in India.
