What is provocation

I just saw some pseudo secular channels NDTV, CNN IBN. They say that Modi's speech was provocative and action must be taken by EC.

If Modi's speech is provocative, let them explain the following

1. UPA Govt's affidavict questioning very existance of Lord Ram was provocating Hindus?
Why no action is taken?

2. When TN CM, M Karunanidhi asked who is Rama? In which Eng. College he studied? Rama is a drunkard etc.
Doesnt these speeches provocate Hindus? What action the central govt has taken?

3. Even after UPA govt assurance to SC that Rama's Bridge will not be destroyed, Union Shipping Minister TR Baalu said that it will be destroyed and the canal will be made by end of 2008?
IS this not provocative?

4. When Buddhadev said that Nandigram is sort of tit for tat, what happened to the provocation?

5. Recently TN CM, Karunanidhi wrote a poem in support of LTTE, a banned terrorist outfit. LTTE is responsible for killing Rajiv Gandhi. Karunanidhi praises LTTE. Sonia is silent..Its a shame. LOt of parties in TN are provocating violence in the name of Tamil fighters. What action is taken against them?

If you want to take action against anyone who provocates society then take action against all.

Why only BJP and Modi?
