Even Gujrat's advocate general admitted in SC that the killing was planned and not an encounter as it said earlier. And once someone arrested, he/she must be brought to the court, it will decide what to do, not a CM/PM, IPC does not allow this, try to respect the law of the country if your a true Indian.
