1) FBR >> It will be downstream of Phase I of Nuclear Fuel cycle. It will recieve all important Plotunium, so IAEA Material balance has to look at it , what is the problem.
2)There is nothing in the 123 which says that India can switch the reactors.>>> If 123 is silent on it than again why do you want Indo / US deal to say someting explicit on it. Enjoy the silence. 3) You are wrong. If restrictions are to be lifted, they have to be lifted by NSG but here we are going to IAEA first before getting the NSG approval. NSG will talk to us only if we have worked out a scenario and understanding on Inspections. I do not understand what is your problem
4a) Deal does NOT permit full civilian cooperation. Cooperation only some "aspects" of the fuel cycle will be done. Please read "Article 2d" of 123. >>> Because we do not want too much interference , we want Finished product / Raw material / waste etc to be material balanced ( How much Electricity we produce / How we use intermediates / How we reprocess ) is all our problem or so to say our technology. Again it is good for us, what is your problem here.
4b) You are assuming a lot of things. What I am saying is this deal does NOT say that sanctions are irreversible.
4c) This is mentioned in Hyde Act. Opposition made hue and cry to which PM made that statement, check out the Lok Sabha site for his exact statement
